Difference between these two Safeguard bots?

So I noticed when I join and verify to get into a Telegram groups there is usually a Safeguard bot with 596k monthly users and a different one I just tried to join that uses Safeguard as well but with 22k monthly users?

Is the lower one some kind of scam to drain accounts or are there different kinds of Safeguard bots? They both look exactly the same logo and format wise.
